Lawyer, communal leader, politician, historian.  Founding member of the Constitutional Democratic Party of National Liberty in Russia which called for a parliamentary government based on the British system.  Delegate to the first Duma in 1906.  After the Bolshevik Revolution fled to the Crimea where he was Foreign Minister in the short-lived regional government. Settled in France in 1919.  Founder and editor of the *Yevreyskaya Tribuna* (*Jewish Tribune*), Paris, 1920s.      Vinawer was active in the Hevrah Mefitsei Haskalah (Society for the Promotion of Culture among the Jews of Russia). After the 1905 pogroms in Kishinev and Gomel, Vinawer served as attorney for the progrom victims in the trials which followed. Co-founder and leader of the Society for Equal Rights for Jews (1905-1907).
