Administrative/Biographical History
Educator, philanthropist, communal leader. Headed the Alliance Israelite school in Constantinople, from 1873-1882 and in 1882 helped found the Alliance school in Jerusalem. In 1901 Behar was sent to represent the Alliance in the U.S. In 1906 he founded the National Liberal Immigration League which tried to prevent exclusion of immigration to the U.S. by opposing restrictive bills such as the Literacy Test Bill. The League presented its position at Congressional hearings. It worked on behalf of all ethnic groups. Behar was also one of the founders of the Federation of Jewish Organizations, an editor of the *Federation Review*, and a founder of the Jewish Big Brothers League. He was also active in the Histadrut Ivrit in the U.S. Born in Jerusalem. Lived in France, Syria, Bulgaria, the U.S.
