Administrative/Biographical History
Lawyer, Professor of Public Law at Columbia University from 1923 to 1950. Active in the development of private, government and international refugee agencies for European Jewish refugees, from 1933 to about 1950. Chairman of the National Coordinating Committee and its successor, the National Refugee Service. Co-founder of the German Jewish Children's Aid. American representative to the Intergovernmental High Commission for Refugees Coming from Germany, 1933. Member of the President's Advisory Committee on Political Refugees in the Franklin Delano Roosevelt administration.
