Administrative/Biographical History
Lawyer, socialist leader in Russia. One of the founders of SERP (Sotsialisticheskaya Yevreyskaya Rabochaya Partiia - Jewish Socialist Workers' Party) which was based on a synthesis of nationalist and socialist ideas. Appeared as counsel for the defense in political trials and as civil prosecutor in the trials against pogrom instigators. Ratner initiated the campaign for recognition of a Jewish section of the Socialist International. Born in Kiev. In 1905 was compelled to leave Russia because of his activities. Lived in Switzerland, Austria (Vienna) and Rumania (Iasi).
