Agronomist, official of the American Jewish Joint Distribution Committee.  JDC representative at the American Relief Administration in Soviet Russia, 1921-1923. Organizer of relief for impoverished and declassed Soviet Jews.  Director of the American Jewish Joint Agricultural Corporation (Agro-Joint), 1924-1949.  Born in Moscow.  Came to the U.S. in 1903.      The Agro-Joint was established on J. Rosen's initiative for the purpose of developing Jewish agricultural settlements in the Soviet Union. In addition, the Agro-Joint subsidized Jewish factories, cooperatives, schools and health care facilities.  The work was supported financially by the JDC and by the American Society for Jewish Farm Settlements (ASFJFS), a consortium of private subscribers. The official Soviet government agency which supervised colonization and countersigned all agreements with the Agro-Joint was KOMZET (Komitet po Zemleustroystvu Trudyachtchikhsya Evreev-Committee for the Settlement of Toiling Jews on Land).  The Agro-Joint projects in the Soviet Union were discontinued by the Soviet government in 1938.  The Agro-Joint was dissolved in 1954.
